About us
The Burnham & Flower Insurance Group was founded in 1966 by Homer J. Flower and Duane F. Burnham. The company was established primarily to provide retirement programs to Michigan Township Officials and Employees.
Since then, evolving from one agency into six separate corporations, and serving over 2,600 customers in the public and private sectors in Michigan, Ohio, Indiana & Illinois, Burnham & Flower has grown to be one of the largest municipal insurance organizations in the Midwest.

Amber S. Howes 
Administration for our retirement services practice will be overseen by our current manager of Group Retirement Services, Amber S. Howes. Amber joined Burnham & Flower in 2000 and manages the group retirement, financial services and OPEB solution divisions for the Agency. Amber is responsible for the ongoing customer service and new business development for the department as well as the oversight of our broker dealer’s compliance and operations. Prior to joining Burnham & Flower, Amber worked as a registered representative for NYLIFE Securities/New York Life Insurance Company. A graduate of Kalamazoo Valley, Amber is a licensed life and health agent and also holds her Series 6, 26, and 63 securities registrations.
J. Joseph Brogger II Administration and Customer Service for our health and employee benefits practice will be managed by J. Joseph Brogger II, CBC. Joe joined Burnham & Flower in 2010 and brings 25 years experience in the employee benefits industry. He worked at BCBSM for seven years selling and servicing Major, National and Auto accounts. He then worked in the Third Party Administration business as a National Sales Director selling self-funded plans to corporations across the country, including several Fortune 500 Companies. In 2001, Joe earned his license in Life and Health and became an Employee Benefits broker/consultant. He is a graduate of Albion College and sits on several community boards.
